Official sources come first: the City of Mobile, Mobile County, Alabama Power, Alabama Cooperative Extension, the Alabama Department of Insurance, the Alabama Attorney General, and the Alabama Department of Agriculture and Industries. National cost guides are used only for national figures, always with the publisher and publication date attached and labeled national — never presented as Mobile pricing. Competitor websites are never used as a factual basis.
